In addition to the tens of thousands killed and injured, millions more were displaced, psychologically traumatized, and left needing emergency food assistance. Moreover, numerous social and economic infrastructures were totally or partially damaged, including schools, universities, health institutions, and other facilities in the Tigray region as well as the adjoining Amhara and Afar regions. The same is true for the ongoing war with credible reports indicating that it has led to the death of thousands of innocent citizens and displaced tens of thousands from their homes. The death and uprooting of defenseless people, whether by design or unintentionally, is not attributable to the warring sides alone though. Multiple reports claim that the troops of neighboring Eritrean, which has been aiding Ethiopia in its fight against the TPLF, have carried out attacks in Tigray that killed scores of individuals. While all the protagonists of the war have denied targeting civilians, this does not absolve them of culpability under the applicable domestic laws and international instruments. It’s a universally settled principle that any sides in a war must be held for the crimes they commit during hostilities.
